Michigan's governance is genuinely multi-layered: MDE/OCTE sets CTE policy and runs the EDP framework, CEPI operates the CTEIS data pipeline, MiLEAP owns postsecondary attainment, and LEO owns employer-side workforce funding. The EDP itself sits inside a larger legislated structure, the Michigan Career Development Model (MCDM), which guides career awareness, exploration, and preparation for every student from kindergarten through Grade 12. Every requirement running through that structure has a direct counterpart in Pathful.

  • Educational Development Plan (MCL 380.1278b)

    8 MDE-referenced elements starting Grade 7, reviewed annually through Grade 12.

  • Talent Portfolio

    A companion requirement added by 2018 PA 231: a student-maintained record of accomplishments alongside the EDP itself.

  • WBL Continuum documentation

    WBL placements need a 5+ signature Training Agreement, a Training Plan, employer evaluations, and a CA-6 work permit for minors under MCL 408 (Youth Employment Standards Act).

  • Perkins V program quality: 5S1 + 5S3

    Michigan selected both IRC attainment and WBL participation as its program-quality indicators, making both co-essential to the Perkins V Local Application.

  • CTEIS End-of-Year submission

    Segment status, IRC attainment by credential, WBL activity-coded hours, and capstone completion, submitted to CEPI in coordination with OCTE.

  • OCTE Monitoring cycle

    Segment alignment, IRC attainment, advisory-committee evidence, equipment use, and CLNA labor-market alignment, on a recurring audit cycle.
